It reads a plan document, decomposes it into steps, designs a per-step agent chain from the ECC catalogue, and emits ready-to-paste custom prompts. The skill is generative only and never invokes orchestrate itself, leaving the user to paste each line when ready. Use it when the user has a multi-step plan document like a PRD, RFC, or implementation plan and wants to drive it through orchestration without composing chains by hand.
